The Harbour is led by a tripartite clinical leadership team made up of the Senior Matron, Lead Medic and Clinical Business Manager. This team will have the authority to make decisions to ensure clinical and operational safety resolving issues timely and effectively. They will be responsible for reporting and giving assurance to the strategic management team – this will highlight areas of good practice, areas for improvement or any issues of concern within the unit. This is a new management structure and as such it will be formally reviewed quarterly to ensure it is fit for purpose.
The Senior Matron will be the most senior clinical member of staff onsite and will be responsible for the clinical standards to maintain safety and clinical effectiveness of service delivery across the ten wards, Section 136 and Bed Management team. The Senior Matron will operationally clinically, leading and managing the matrons, each of whom will lead a specialty and ensuring the implementation of the clinical operating procedures and the model of care to ensure that service users, carers and staff have a positive care experience.
The Business Manager will be responsible for the operational and site management. The role will take the lead and report on all performance indicators and quality schedules for the services and will manage the strategic requirements for ongoing development and service improvement. The Business Manager will support strategically the resource and infrastructure needs of The Harbour and ensure that these support the clinical model.
The Lead Medic will be responsible for the clinical leadership of the Medical team and escalate medical governance practice through to the Clinical Director; the role will work at a strategic level to ensure that the Harbour is a clinically led and effective quality service provider within the tripartite team. The post holder there will work closely with colleagues from other specialties and networks to ensure the highest quality of care throughout.
Individual patient care is provided by a Multi-Disciplinary Team (MDT) made up of Occupational Therapists, Nurses, Psychiatrists, Psychologists, Social Workers and Pharmacists with commissioned access to the wider MDT as needed including Physiotherapists, Dieticians, Infection Control Specialists and Tissue Viability Specialists, etc.
The core ward teams consists of the Medical, Nursing, OT, Psychology, Therapeutic Activity Workers and Pharmacy staff and will deliver effective multi-disciplinary assessment, formulation and care-planning with dedicated staff based on site. All staff will be available 7 days per week with the exception of the Consultant Psychiatrist, Psychologist, Physiotherapist and Pharmacy staff who will be available from Monday to Friday with emergency cover provided by an on call system.
The leadership team of each ward consists of a Ward Sister/Charge Nurse and the Consultant Psychiatrist.
Modern Matrons will operate 7 days per week covering 08.00am to 20.30pm on a shift system to provide operational oversight and clinical leadership. They will be empowered to support admission, discharge and other clinical decisions with on call support at weekends and out of hours.
The key responsibilities of a matron are to:
- Lead by example.
- Ensure patients receive good Quality care.
- Ensure staff levels are appropriate to patient care.
- Empower nurses to take on wider ranges of clinical tasks.
- Improve hospital cleanliness.
- Ensure nutritional needs are met.
- Improve wards for patients.
- Make sure patients are treated with respect.
- Prevent hospital infections.
- Resolve concerns for patients and relatives by building closer relationships.
Ward Sisters / Charge Nurses are responsible for the clinical standards and operational 24 hour cover for the running of their respective ward including patients, staff, environment, governance. They are the visible practical leaders and will role model the behaviours and expected values for all staff. Day to day they will ensure the safe staffing, quality care delivery, safe and appropriate environment – monitoring any defects/deficits and leading the solutions with Estates and matron leads. On a day to day basis they report to the duty matron.
Registered General Nurses (RGN’s) will also be available to oversee and support delivery of physical health care by mental health trained staff. They will lead delivery of enhanced physical care to enable vulnerable service users to be appropriately cared for whilst preventing or shortening transfers to acute hospitals.
Advocate - The advocacy service is free and independent to your ward. An advocate can listen to you in confidence, help you make a plan of action, help you to speak up for yourself if you are not happy with the services you receive, put you in touch with other people who may be able to help you and give you support at your plan of care and treatment.
Advocates do not give legal or welfare rights advice. They do not make decisions for you and they do not make judgments about you.

Associate Nurse - Your associate nurse is someone that you will be able to talk to in the absence of your named nurse.
Care Co-ordinator - A Care Co-ordinator is usually a community social worker or nurse. They will ensure that a regular CPA meeting takes place to ensure that your needs are being met and to plan for your discharge. Their involvement in your care will continue upon discharge and they will arrange to see you within 48 hours following your discharge form the Harbour.
Consultant Psychiatrist - The consultant psychiatrist is the senior doctor in the team caring for you. They hold the overall responsibility for your mental and physical health as well as any key decisions regarding your care while you are inpatient. For the purpose of the law, people who are detained under the mental health act or those still under a community Treatment order must be under the care “Responsible Clinician”. During your stay at The Harbour your consultant will be your Responsible Clinician.
Dietitian - They assess the need for assistance with dietary intake, nutritional support or support to manage dietary intake if linked to a medical problem such as diabetes.
Health & Leisure Coordinator (HLC) - The HLC is responsible for promoting meaningful physical activity, physical health and healthy living to you. The HLC liaises with your care team who will complete a gym referrals. The HLC will then assess and prescribe a personal exercise programs for these referred individuals. The HLC also supports patients who require advice in healthy living, whether it be healthy eating, weight loss, alcohol advice or smoking cessation.
Health and Wellbeing workers - These staff are based on the wards along with Occupational Therapists and Therapy Assistants. They work with patients to assist with daily living skills, activities and developing occupational and vocational skills if identified as a need.
Independent Mental Health Advocate (IMHA) - Independent Mental Health Advocates, are specifically for people who are detained or ‘sectioned’ under the Mental Health Act. Patients can also have free help from IMHA’s if they are on supervised community treatment orders, guardianship, or their treatment is subject to certain rules.

Approved Mental Health Professional (AMHP) - This is an approved mental health professional that has undergone additional training and has been approved to carry out designated functions of the Mental Health Act.
Junior Ward Doctors - The junior ward doctor can review any physical health problem and prescribe medication according to your treatment plan. They will talk to you about your mental health and feedback to the consultant and more senior doctors.
Occupational Therapist - Occupational therapists help people to build up the confidence and skills needed for personal, social, domestic, leisure or work activities. You will have a named OT, who will assess your needs and provide a holistic approach to your recovery whilst you are on the ward. If you need further support after discharge you will be seen by an OT in the community who will continue the support you were provided on the ward.
Pharmacist - Pharmacists work alongside your consultant to make sure that your medication needs are met, if you would like to speak to the pharmacist about your medication, please ask a member of staff who will arrange this.
Physiotherapists - The physiotherapist provides individual assessment with a focus on mobility, balance and in particular considers the risk of falls. Group exercise sessions and relaxation sessions are regularly provided. Physiotherapy interventions aim to increase mobility and confidence levels in preparation to discharge.
Podiatrist - You may be referred to a podiatrist is necessary, they are a specialist in the diagnosis and care of foot disorders, including their medical and surgical treatment.
Psychologist - A psychologist uses talking therapies to help people resolve their own problems. They often use methods called cognitive behavioural therapy and psychotherapy, which both involve talking about your feelings and experiences.
Primary Nurse - Your Primary nurse will be a registered mental health nurse and will have a lot of input into your care and treatment. Your primary nurse will be responsible for developing care plans with you. They will also offer you time to talk in private about anything you wish to discuss, as will all the staff. You will also be allocated an associate nurse to assist if your named nurse is not on duty.
Safety and Security (SAS) Worker - The safety and security worker will monitor who enters and leaves the ward. They will also check the safety of the ward environment and any items brought onto the ward. They are also responsible for allocating passes to patients for leave, after this has been agreed by the multi-disciplinary team.
Shift Leader - The shift leader is a registered nurse who has been allocated by the sister/charge nurse to be the nurse in charge for that particular shift. They will co-ordinate the shift and allocate tasks, according to priority and need, throughout the day.
Sister/Charge Nurse - Their role is to ensure that you have the best possible care during your stay and manage the day-to-day running of the ward. If there are any issues during your stay that Ward staff are unable to resolve this can be discussed with the charge nurse/sister.
Social Worker - Social Workers can offer advice on practical matters such as day care and accommodation and can link with other services. A psychiatric social worker will work with you and your family and offer support in both a crisis situation and in the longer term. An Approved Social Worker has undergone additional training and been approved to carry out designated functions within the Mental Health Act.
Speech and Language Therapists - If the need has been identified, you may be referred to a speech and language therapist. They are a health professional trained to evaluate and treat voice, speech, language, or swallowing disorders, such as, hearing impairment, that affect communication.
Support Workers - Support workers work with the nurses helping with treatment and caring for the patients comfort and well-being. They will spend time talking to you and will feedback information to the shift leader. You will have an allocated support worker as part of your named nurse team.
Ward Clerk - The ward clerk takes care of sending the relevant documentation e.g. sick notes to the benefit agencies/employers. They also ensure the administrative running of the ward is kept organised and efficient.
Student Professionals - Throughout your stay you will meet students from various professions, for example, student nurses, doctors or occupational therapists. During their placements at the Harbour, they are valued as part of the team and are learning through experiences they encounter, through practice, teaching and talking to the patients and carers.
